Dr. Stephen M. Jarrett

Dr. Jarrett is a graduate of the U.S. Naval Academy (1972) with a B.S. in electrical engineering. He successfully completed 17 years of sea duty in the submarine force with a three-year tour as Commanding Officer of the USS Daniel Boone (SSBN 629 Blue) which culminated in the launching of four Trident I missiles in an operational test of the strategic system. In 1992 Dr. Jarrett graduated from the U.S. Naval War College and was awarded the President’s Award as the honor graduate of the College of Naval Warfare. He also completed a Master of Arts degree in National Security and Strategic Studies at the Naval War College and a Master of Science degree in Management at Salve Regina University during 1992. Dr. Jarrett completed his doctorate at Nova Southeastern University in 2003 with a dissertation on the factors affecting the adoption of innovative technology in the aerospace industry. He completed the Senior Executive Fellows Program at the Kennedy School of Government at Harvard University in February 2006.

Dr. Jarrett was the Assistant for Space (CNO-N60C) under VADM Tuttle at N6 at the Pentagon from 1992 through 1993. He also served as the flag ship and joint exercise coordinator for Command and Control Systems for the Navy. He was the chairman of the design committee for the C4I suite for the Sixth Fleet Flagship, USS Beleau Wood and composed the Chief of Naval Operations evaluation of command and control systems in the Iraqi theater for Operation Southern Watch.

As a senior systems engineer for Rockwell Collins for seven years he was a member of the Strategic Technologies Team and performed competitive technology intelligence in the advanced technology area. During the millennium rollover he was the head of the Y2K engineering readiness team of 150 engineers at Rockwell Collins including its four foreign subsidiaries. He has led multi-company teams in the development of advanced proposals for technology insertion and product development.

At SPAWARSYSCEN Charleston Dr. Jarrett was the Chief Technology Officer for the Intelligence and Information warfare department. His Advanced Technology Transition and Innovation Center (ATTIC) concept was implemented and was recognized as one of the top four innovation success stories in the Navy during FY 2005 for contributions to Operation Iraqi Freedom. His primary focus at SPAWAR was the transition of technologies from Research and Development organizations at universities, industry partners and federal laboratories to combat forces and homeland security customers. Dr. Jarrett was the technology transfer authority and the head of the Office of Research and Technology Applications for SPAWARSYSCEN Charleston.

Dr. Jarrett was also the Chief Executive Officer of MerlinCryption, LLC out of Austin, TX.
